FAQ difference between facility and component

A facility is how one component or application describes another component that it needs; a component is thing that fulfills that need. A component tells the framework that it wants another component to be available to do some work for it by putting a facility in its inventory. The framework is responsible for going out at runtime and finding a component that can do that work and "binding" the component to the facility.
